Introduction

The City Clerk is responsible for the coordination and preparation of City Council meeting agendas and packets, City Council minutes, Municipal Code maintenance, City records management, administration of the local reporting requirements under the Political Reform Act, election administration and receptionist services.

The City Clerk's Department ensures that the legislative process is "open and public" by notifying citizens who might be impacted by City decisions. The City Clerk publishes and posts notices, ordinances and resolutions as required by law.

In addition, the City Clerk receives and processes subpoenas filed against the City, manages the website and handles miscellaneous administrative matters assigned by the City Manager.

City Council Minutes

The City Clerk attends all City Council meetings to record actions taken. Minutes are transcribed in draft form and are generally prepared and presented to the City Council for approval at the next regularly scheduled meeting. Please use the following link to view approved City Council minutes.

In addition, the City Clerk's Department follows up on all action taken by the City Council at the meeting. This includes arranging for approval and execution of all agreements, ordinances, resolutions and other official documents approved by the City Council and certifying and attesting to Council action. The City Clerk's Department also coordinates the video taping of the City Council meetings.

Addressing the City Council

Members of the public may address the Council on items included in the agenda or on topics that are not included in the agenda. Any person wishing to speak must complete a "Request to Speak" form, which is available at the door, and submit it to the City Clerk prior to the calling of that agenda item by the Mayor.

Items on the "Consent Calendar" are not discussed individually but are approved as a group with one motion. If an item is pulled from the Consent Calendar for discussion, it is considered after the Consent Calendar items are voted upon.

Anyone wishing to address the Council on a non-agenda item may do so during the "Public Comments" part of the agenda.

In order to conduct a timely meeting, there will be a three minute time limit per person and an overall time limit of 15 minutes for the Public Comments portion of the agenda. State law prohibits the City Council from taking any action on a specific item unless it appears on the posted Agenda.

At the meeting, if anyone has handouts to distribute to the Council, please hand them to the City Clerk. The City Clerk will see that they are distributed.

Elections

The City Clerk is the local elections administrator and coordinates with the County of Orange in the conduct of Municipal elections. This includes, but is not limited to, the preparation of necessary resolutions calling for General and Special Municipal Elections and declaring the result of the election, the coordination of the candidate nomination process and the receipt and processing of initiative, referendum and recall petitions. Regular elections are consolidated with statewide elections, scheduled on the first Tuesday of November of even numbered years to fill expired City Council terms. All election services are provided according to the California Elections Code.

The election will be for Councilmembers representing District 4 and 5 and a Ballot Measure entitled "An Initiative to Repeal and Replace the City's Existing Short Term Rental Ordinance". The City Council adopted Resolution 24-06-18-07(PDF, 427KB)calling for the election and will be consolidated with the Statewide General Election per Resolution 24-06-18-08.(PDF, 402KB)

The nomination period begins on Monday, July 15, 2024, and closes on August 9, 2024, at 4:30 p.m. Candidates for Districts 4 and 5 must be registered to vote in their district at the time nomination papers are issued. Candidates are encouraged to make an appointment to meet with the City Clerk to review and pull nomination papers.

Candidates must file all nomination paperwork and fees with the City Clerk no later than 4:30 p.m. on August 9, 2024.

*If an eligible incumbent for any seat does not file nomination papers by the deadline, the nomination period for that seat will be extended to August 14, 2024, at 5:30 p.m.

All Orange County registered voters will receive a vote-by-mail ballot. Voters can return their ballots by mail, by depositing them in any ballot drop box in Orange County, or by voting or returning their ballot to any Vote Center in Orange County. Please be aware that mailed ballots must be postmarked by November 5, 2024. Public Bids (Current Bids)

A list of current bid opportunities is posted on Planet Bids. The Contract Plans and Specifications for applicable projects can be downloaded from the website for free. However, to bid on the Project, every Bidder is required to purchase a hard copy set of the Contract Documents from the City of Dana Point. Upon purchase of the Contract Documents, the Bidder will be added to the CITY’S official plan holder’s list. Bidders who have not purchased a hard copy set of the Contract Documents and are not on the CITY’S official plan holder’s list will be deemed non-responsive, may not bid on the project, and the bid will be returned unopened.

4th of July Fireworks

PUBLIC NOTICE IS HEREBY GIVEN that the City of Dana Point (City) solicits proposals using a Request for Proposal (RFP) from qualified firms that will lead to a contract to provide aerial fireworks to be held on July 4, 2024.

All submissions must be delivered to the City of Dana Point Community Services Division, 34052 Del Obispo Road, Dana Point, CA 92629 no later than 5:00 p.m. on February 19, 2024. Submissions can also be emailed to the Deputy Director of Community Services at jrosaler@danapoint.org.

Vendors interested in doing business with the City can register online through the City of Dana Point Vendor Portal. Registered vendors will receive notifications via email when a bid or RFP is posted that matches the categories selected during registration. It is the registered vendor's responsibility to maintain current information on the City's Vendor Portal.

Records Management

The City Clerk is custodian of the City’s records and is responsible for administering the City’s records management system utilizing approved procedures for destruction and/or microfilming of inactive records. The City Clerk is responsible for the care and custody of all official records and documents of the City, and researches and disseminates information for staff and the public. These records include all City deeds, contract, leases, ordinances, resolutions, minutes and the Municipal Code.

Public Records: California law designates the vast majority of the City’s records as available for public disclosure. These laws also provide certain categories of records that are exempt from public disclosure, such as personnel records, records related to current litigation, or current real estate negotiations, and such.

 SB272 - Enterprise Systems Catalog

Senate Bill 272, approved on October 22, 2015, adds a section to the California Public Records Act requiring local agencies to create a catalog of Enterprise Systems by July 1, 2016 with annual updates.  Full text of SB272 is available at ca.gov.
